There does not seem to be one answer to this. In India, the shudras are generally the menial class, doing some of the lowest kinds of work, much like servants or janitors. But in some communities, being a fisherman is a skilled trade, which would make them vaisyas. Since caste is hereditary, it may depend on how important fishing is to a particular community: in some places, where not eating meat or fish is valued, fishermen might be considered members of the lower caste.
