In the original concept planning for Disney's 1989 feature film The Little Mermaid, Ursula was indeed Triton's sister, and she was kicked out of the palace in Atlantica for trying to usurp the throne. Their relationship was later dropped, but the idea that she had once lived in Atlantica and was kicked out for trying to take over remained, albeit in an implied sense.
In the Broadway stage musical, Ursula and Triton are still siblings.
In the Disney Princess book that reveals the villain's point-of-view My Side of the Story, Ursula is definitely not related to Triton, and instead seems to imply that she has unrequited romantic feelings for him: In rare moments of quiet, my mind conjures up the same image: a handsome older man with fabulous hair, wearing a crown and carrying a trident.
