Nehemiah was a contemporary of Ezra, both lived during the reign of Artaxerxes, although Ezra went to Jerusalem in the seventh year of King Artaxerxes' reign, while Nehemiah went to Jerusalem in the twentieth year of King Artaxerxes' reign.

Nehemiah wanted the walls of Jerusalem rebuilt for a few reasons. The most central was that Jerusalem needed to be defended against attack. The Jewish people only just returning to their national homeland after a 50 year exile in Babylon, and the locals saw the Jewish return as threatening and sought to attack it and nip it in the bud. Nehemiah had to rebuild the walls in order to protect his people. Another similar reason is that he had to rally the morale of the people, who were quite despondent and expected the return to be miraculous and easy. It turned out to be hard, rocky, and economically draining. In order to keep the faith, Nehemiah had to accomplish something big and make the former capital of the Jewish people a respectable city once again. For that to happen, it had to be walled, since no respectable city was without a wall in those days.

Ezra was presumably active during the time of Persian king Artaxerxes II, but some think he was active during the reign of Artaxerxes I which would make him a contemporary of Nehemiah. The Book of Ezra (7:1ff) gives Ezra the same genealogy as 1 Chronicles (5:34ff) gave Jesus ben Yehozedek 100 years earlier, apparently making them brothers in spite of the difference of so many years.
