That depends on whether you mean literally or figuratively.

Literally it means a tiger born with a recessive gene that causes a pale coloration of its fur, sometimes causing the animal's fur to be entirely white. These animals are found more commonly in the Orient, including China and southeast Asia.

In Chinese the phrase is used figuratively, with varying meanings between the different regions, including strength, harmful forces, ferocity, power, swiftness, wealth, autumn, cold, bad luck, celerity, finesse, purity, harmony and courtesy.

In Feng Shui, a green dragon symbolize the male, while a white tiger represents the female. In Korean pungsu, the blue-green dragon represents the masculine and fame, and the white tiger symbolizes the feminine and money.

In Chinese slang, at least in Cantonese, the idiom spoken in and around Hong Kong, "white tiger" also refers to a condition found among a small minority of Chinese and other Asian peoples, also deriving from a recessive gene, that results in an absence of underarm and pubic hair. A woman of this genetic condition is called a "white tiger," but it is also applied to a woman whose pubic hair is shaven.

In Thailand there has been an urban legend among the lower economic classes that women of nobility are born with the gene that causes the absence of pubic hair; some Thai women of the lower classes have been shunned by their male lovers once they were discovered to have the condition, because the young men feared the woman was of nobility, disguising herself as a commoner, and fearing punishment for becoming sexually involved with her.

The Chinese slang phrase has also made its way into American English, more commonly in and around American cities that have Chinatowns, via pornographic magazines from Hong Kong, specifically those specializing in the absence of pubic hair, with the titles or subtitles appearing simultaneously in Chinese and in English.

Though in recent decades due to swimsuit designs becoming briefer around the "bikini area," it has become common for young American and European women to shave their pubic hair completely, the phrase when used in American English usually refers only to Asian women with no pubic hair.
