I heard on a YouTube video during the times of Looney Tunes, they voiced the characters first for accuracy as trying to do it the other way round ( animating the characters and then voicing it ) would be a lot harder to do. Sometimes, they would also try and act it out it a mirror, like say a word that they want the character to say, and then animate the character as they say it. There is actually a researched set of character mouth positions for each of the phonetics of the English vocabulary. These are pretty much accepted with all animators. For instance, the sound of a 'b' and the sound of an 'm' would actually have the same mouth position for the character, which looks like both lips are together. Usually, first they will record all of the voice overs. They will do the entire script in a soundbooth. They will actually have all of the characters and animation complete at this point except for the mouth and probably some facial expressions. Now, as they playback the recordings, they will animate the mouth according to the phonetics of each and every syllable. Some tweaking to the speed of the animation will synchronize it with the recordings. Sometimes, they do the voiceovers last. This gives the actor more to work with in terms of expression since they can see what is going on and match their words with the mouth of the character. Technically the softwares now a days are very helpful. There is one called papagayo. It records your voice and creates a *.dat file with it. Now you can use this in the animating software like anime studio to synchronise the voice with mouth animation by a single click !
