Denis Rader had it made. He was not even suspected in the series of murders know as the BTK killings. But whether he knew it or not, he left hints for the police at each of his crime scenes. Clues into his character that were his undoing. Profilers knew the kind of criminal if not the 'who' that committed these crimes. They knew he would like to brag and take credit for his work. So in the years when BTK was not killing they came up with a plan, and Rader fell for it.

There are commonly very few reasons a serial killer will stop killing. If he is caught, moves, dies or is incarcerated. If none of these are the case eventually age will take it's toll and he will eventually run out of steam. Rader was well into his 50s and may never have killed again. Or if he did, maybe more sporatically than before as a younger man.

When bated by police BTK could not help himself. He slipped back into BTK quite easily and had plans to kill again if he had not been caught. If you look at Rader's pattern, he had several years between some kills. He thought and planned and waited. This was part of his MO. Some killers will wait only weeks or days, usually accelerating their crimes as time goes on. So all killers have their own agenda and kill on a timetable that suits them. BTK just had a much longer 'cooling off' time then some others.
