No. There has been a final jeopardy with only one person playing and the other two with negative numbers. It would take all three to have negative numbers for there to be no final Jeopardy

They do not play final Jeopardy The lowest score still gets $1.000 and the second lowest or second place winner gets $2,000 and the one closest to zero comes back to play Wikipedia says that it happened back during the Art Fleming network Jeopardy shows and is quoted here: "Contestants who finish Double Jeopardy! with $0 or a negative score are not allowed to participate in the game's final round, Final Jeopardy!
