A new New Zealand designed shower head called the Methven Satin Jet is proving effective at 7.6 litre per minute. I've just installed 315 of them into a hotel, cutting down from nearly 15 litre per minute and so far getting very good comments on great showers from guests. :-)
The old 30 litre per minute water waste showers are simply poor water droplet dispersion. Good pressure is important but the nozzle design is the key.
