There was no rule for all gypsies/Romani. There were no laws to follow like with other groups. Different tribes were treated differently, though ultimately they would meet the same fate.

I have answered specifically in a similar question, but generally; in occupied territories nomadic Gypsies were interned in ghettos immediately for fear that they might be spies or cover for spies or resistance movements. Gypsies were seen as more pure-blooded as they had more of a tendancy to marry within their own group and were the best example of Aryan specimins and Himmler set up an institute for the examination of gypsies, they were held in camps where they endured medical experiments towards the end of the war they were all exterminated to remove the evidence.
