Napoleon wanted to resume ruling France as Emperor and was fighting to reclaim his throne.

On the side of the Allies:

After 12 years experience of Napoleon's rule and ambition, the Allies could not tolerate him being returned to any form of power. He had terrified and humiliated the great powers of Europe and they were not willing to accept his (not unreasonable) peace terms because they believed that any peace with Napoleon could only be temporary.

Actually it was at Quatre-Bras a major cross roads. Napoleon tried to prevent the British army and Prussian army to link up. It was a point between those two armies and he wanted to attack the british first (he didn't want the armies to link up) and after that the Prussians. But he failed.

IMPROVEMENT

The Battle of Waterloo was fought there because Wellington had no other alternative than offer a defensive pitched battle on the terrain chosen by himself, for the following reasons:

the place enabled him to cover Brussels and at the same time his left wing had been deployed in a way that would make his army easier of being joined by Blucher's which was coming up from Wavre.

On the other side, Napoleon's primary strategic objective was that of destroy or scatter the British Army, so he willingly accepted the chance. But he ignored that the Prussians managed to slip through Grouchy's French Corps which were on their pursuit.
