During World War II, the historic city of Paris was not bombed when the Germans invaded France (in 1940) because of a conscious decision made by French political and military leaders. These leaders declared Paris to be a "Free City"; that is, they communicated to Germany that they would not defend Paris nor use it as a military base, and thus it was spared from being bombed or otherwise attacked.
