The shell casings represent duty, honour, and country. They can either be displayed loose, or tucked into the folds of the flag (which in principle makes them non-retrievable, as a folded flag presented to Primary Next-Of-Kin should never be unfolded).

Supposedly, the squad leader picks up three casings from off of the ground, but we've never done it that way whenever I did funeral details - rather than picking up the spent blank rounds, the funeral detail would leave with a number of spent casings from live rounds, which would be polished with Brasso prior to presentation.
