The only reason that Roosevelt was better than Hoover is because FDR exuded confidence in the suffering American people. Hoover's administration seemed hopeless, whereas charming, charismatic FDR promised change, which everyone liked (not unlike Obama after Bush's terms). Throughout it, poor people who had no homes lived in small shacks outside of cities called "Hoovervilles" and slept in "hoover blankets" which were old newspapers. FDR won the election of 1932 by a landslide against Hoover.
