The civil service exams that the Song Dynasty put in place were geared toward making sure that candidates for the postions they were being tested for were able to perform the duties their jobs would require. This is true (at least theoretically) of modern civil service exams, also.

in ssc exams there are six subjects

Practical Exams require you to demonstrate hands on knowledge of the subject being tested. Alternatively, non-practical exams can be multiple choice type of exams. If I was taking the exam I would prefer the nonpractical simply because they are easier to complete in my opinion.
Study to understand and then study to remember for exams. It also helps to enjoy the subjects.
