Because after the coalition forces had swept in through Kuwait in the South and flanked Saddam from the West, and had managed to surround Saddams army in Iraq, George Bush decided to withdraw the troops from Iraq instead of pushing into Iraq and annihlating Saddams army, which was their original objective. Because he didn't, Saddam ended up still in power, and caused many more deaths. It wasn't until the 2nd Gulf War he was captured and executed.
