The Executive Branch

That is a convenient answer to provide cover for Obama blaming Bush. However, the executive branch merely submits a proposal. It is the LEGISLATIVE branch (Congress, ie, the House & Senate) who are the ultimate arbiters. They are free to make any re-visions they desire. Congress MUST approve the final budget. Though the Prez has veto power, it is ultimately the party in power (Democrat or Republican) who has their way (a la Pelosi, Reid and the Democrats since 2007).
