15th amendment.

The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude.

late 1800's. but not enforced till 1963? maybe


It wasn't until 1964 that the Civil Rights Act was passed, which allowed greater protection of the right to vote for blacks.
