Production decreased due to poor arrangement of work where most men were called to either build the infrastructure of the communes or work at the factories where many did not know how to plan for supplies of raw materials or transporting finished goods. This means that while they wasted their time away manufacturing goods that were of low quality and quantity( most of the steel produced at the backyard steel furnace was useless), their harvest was rotting in the field. So people starved and those in CCP whom knew of GLF's failure came to power because Mao had failed and they had to do something to reverse the terms set by Mao. Mao had to step down as the Head of State while Deng Xiaoping and Liu Shaoqi rose in power.

By introducing elements of free enterprise into the economy, the new leaders brought about a rapid improvement in living standards that continues today.
