Answer
There is no such relationship as an Aunt-in-law. Your uncle, the brother of one of your parents, is married to your Aunt. Her brother is not related to you.

If your spouse has an Aunt, you may consider her your aunt if you want, but no one talks about an Aunt-in-law. In any case, her brother is your spouse's uncle or father. Answer
Your 'Aunt-in-law' is your Uncle's wife. The generic term 'Aunt' can be referred to your Father's / Mother's sister. Normally, we don't call our Uncle's wife as 'Aunt-in-law', we just call her by 'Aunt' as a form of respect and because we really treat that 'Aunt-in-law' as part of our family.

Of course you can take your aunt-in-law's brother as a distant relative.
