Using the criterion of at least one Jewish grandparent the proportion of the Jewish population in Germany just before the Nazis came to power was about 1.3-1.4% of the population. Practising Jews were about 0.8% of the population.

When the Nazis came to power about 1.4% of the population of Germany was Jewish in the sense of having at least one Jewish grandparent. If one restricts the definition to practising Jews (members of a Jewish congregation) the figuree would be close to 1%. They were a small minority.
