I don't know the exact answer but in the 1841 UK census, the only Tobutts in Britain were in Sussex, Hampshire, Surrey & Middx (London itself and Ruislip, where my grandfather was born).
My search resulted in Tobutts in Ruislip back to 1764 but the oldest record showed that he was born outside the county but in England so I suppose that means the English Tobutts were originally on the south coast.
Looking at the Mormons' records, if you go back to the 17th century, the only Tobutts are in what is now eastern Poland but what was mainly German-speaking East Prussia around a town called Wormditt in German (It's now called 'Orneta').
That leaves 2 questions:
1) How did they get to England (and why)?
2) As the area belonged to Poland, the Pope and Prussia before it became German, did they move there from somewhere else?
I hope this helps.
