This isn't really history of it, but how to get in. The requirements in the US Navy for becoming a Blue Nose is to spend 28 days north of the Arctic Circle. Once your time has passed that you can join there is a bit of a ceremony. This ceremony is a tradition and isn't told to non Blue Nose people.
That isn't entirely true. Once the boat crosses the arctic circle you are "technically" a bluenose. In my opinion if you don't participate in the ceremony than you're not one. As far as the 28 days that's for the navy arctic service ribbon.
As for the ceremony, there really isn't a set procedure. Every time I crossed (4) we had the non blue nose "slugs" run around in circles on the main deck in their skivvies (underwear for you lubbers) then we threw a bucket of seawater on them while we made them stare at the Aurora Borealis. We then painted their noses blue with watercolor paint and a service jacket entry (page 13).
