The Vicar acts as God's vassal on Earth. Usually the Vicar will take care of the Eulogy (memorial speech) as well as helping to comfort those who are in attendance. The actual speech will usually vary from funeral to funeral as the Vicar sees what words may be the most helpful. Many also consider the Apostolic Blessing to be appropriate when one passes. It says

"Ego facultate mihi ab Apostolic Sede tributa, indulgatiam plenarium et remissionem omnium peccatorum tibi concedo et benedico te. In nomine Patris, et Filli, y et Spiritu Sancti. Amen"

Which translates,

"By the faculty which the Apostolic See has given me, I grant you a plenary indulgence for the remission of all your sins, and bless you. In the name of the Father, the Son, and the Holy Spirit. Amen."
