The exemption given to the people of a town was that the manor lord could choose which townspeople he wanted to work on his land. This exemption came from the Charter of Liberty.

William Penn received a charter/land which was turned into Pennsylvania. I'm not exactly sure what city the charter helped him establish, I just know that William Penn had to do with Pennsylvania. :)
A charter company is granted land to colonize and basically rule themselves/elect their own leaders. On the other hand, the royal colony is directly ruled by the crown
