You're thinking of AFM 35-10 for uniform wear. AFR 39-10 covers discipline for minor offenses up to an Article 15. Both regulations are obsolete, having been merged into a new single manual. I am a former USAF Security Policeman. We enforced or made use of both those regulations on a regular basis. An Airman needing a haircut was in violation of AFM 35-10. An Airman charged with minor drug use was relieved of duty and placed on restricted duty according to AFR 39-10.

I was never charged with any drug related infraction nor given an Article 15 but I was discharged Honorably under that Article and that is what is on my DD214
