In January of 1930, the party issued this decree:"On the Tempo of Collectivization and Measures of Government Assistance in Collective Farm Construction".It is interesting to see this decree and notice how the term "Assistance" is used. The "measures" were perhaps the unofficial goal of Stalin to destroy the upper classes of the Soviet peasantry.
