What did the New Jersey plan try to strengthen?

It was a proposed change to the Articles of Confederation. There were different variations, but in general the plan strengthened the power of congress. Here are some of the points:

• Congress could elect a federal executive committee (non re-electable).

• The federal executive can force non-compliant states to obey the law.
• A policy of admission of new states should be established.
• A single policy for naturalization should be established.
• A citizen of one state can be prosecuted under the laws of another state in which the crime was committed.
• State governments must be bound by oath to support the Articles
• A policy should be established to handle territorial disputes
• Offenses deemed as treason should be defined.
