One of the major civil and human rights issues facing Native Americans is the violations of their right to be heard, to belong and participate in their tribal goverment, ceremonies, elections, customs and traditions, to be treated equally and fairly, freedom of speech, voting or running for tribal office as a result of being disenrolled from their life long tribes. Others are placed in moratorium or denied their birthright to be enrolled, others are banished, reclassified and/or disenfranchised.

Only Congress has the plenary powers to provide civil rights to all Individual Indians.
