Hitler and Mussolini had supported Franco with men and machines during the Spanish Civil War, and they traveled to Spain in hopes of persuading Franco to enter the war on the Axis side. Franco's demands were too high, and although Spain supported the Axis unofficially, it remained neutral in World War 2.
