Although there is not a specific checklist of features or traits, in general: Fascism is an extreme form of Socialism, less extreme than Communism. Some people have incorrectly categorized fascism as a "right" wing type of government. Socialism & communism are considered "left" wing, fascism is actually between socialism & communism on the overall political sprectrum (ie 'left' wing). Fascism & communism are both enforced by a totalitarian (Dictatorship) form of government. These types rule their populations by overt brute force. Both types of governments control all courts, local governments, press/media, information, police & military in a nation. They may arrest, imprison, and execute anyone in that nation that the leadership targets. Elections are not allowed or are controlled by the party in power. In both types of governments, the government makes all or most of the major economic choices for the nation, there is not a national free market. Communist governments are generally more restrictive than fascist governments. (China's communist government is currently allowing some free market activities-but requires approvals on all ventures). The primary difference between fascism & communism is about ownership of property. Fascism allows most private ownership of land, equipment, vehicles, personal property, etc. Communism takes all personal or private property and converts it to government ownership (or 'owned by the people"-another form of stealing). Fascist governments may also seize property (is usually uses the term "to nationalize") for government ownership. The most well-known Fascist governments of the recent past have been Hitler's Nazis-Germany, Mussolini-Italy, & Franco-Spain. Some other nations have had fascist type governments, such as in South America. You may be able to make a case that many other dictatorships around the world have had a form of fascism. Possibly you may be able to say that Communist China is changing to be less communist & more fascist?

No, Italy has not had a fascist government since WW II. It has a parliamentary democracy. There is sometimes corruption in the Italian government, which is a risk in any government, but it does not go to such an extreme as to constitute fascism.
