The government in the Roman Republic was the senate and the Roman people. SPQR.

The senate was not a group but a political body. From the later part of the Early Republic onward, the Roman Republic was governed by the patricians and the equestrian (equite, cavalrymen) order, the upper and the lower tiers of the aristocracy.

The senate and the Roman people was an ideological construct It was a pretence that the senate governed on behalf of the people. In reality, the people did not have much of a say in politics and the senate looked after mainly the interests of the aristocracy.
