not at all....between 1937-1939 the hindu-dominated congress had control of 8 provincial ministries...nd in those 2 years muslims were persecuted..they weren't allowed to practice their religion...they were discriminated against.....this is why those 2 years have been described as the congress years of tyranny...so looking at that it is evident that a separate homeland for muslims was the need of the hour....incidentally, jinnah also decided to work for a muslim state after observing congress tyranny
