Muckraker (Wikipedia): The term muckraker is closely associated with reform-oriented journalists who wrote largely for popular magazines, continued a tradition of investigative journalism reporting, and emerged in the United States after 1900 and continued to be influential until World War I, when through a combination of advertising boycotts, dirty tricks and patriotism, the movement, associated with the Progressive Era in the United States, came to an end.

So, yes, Mother Jones was a muckraker. She worked to get laws passed that restricted child labor, Chicago built its very first public playground because of Addams efforts, she served on the Chicago school board, had new public schools built, helped establish the first juvenile court in the United States, was appointed garbage inspector (woke at 6 a.m. each morning and rode the garbage truck to clean streets), fought for better housing conditions, worked towards an eight hour maximum working law for women, campaigned vigorously for women's suffrage, and wrote many books and articles - many which she accomplished through her muckraking skills.
