Saving money and limiting the size of government
The decision to complete the Louisiana purchase was difficult for president Jefferson. This was hard because he believed in of the money and the limited size of government.
Most people believed that President Jefferson didn't have the right to make such a purchase, and thus was a largely controversial matter (but aren't we glad he made it :) ).

Thomas Jefferson, a strict Constructionist, was the president who purchased the territory from France. In his point of view, he was not allowed to make land purchases for the country, but he did it anyway because it was a great deal.
The constitution said nothing about a presidents right to buy land. Jefferson was believed in the strict interpritationof the constitution, but he also believed in a nation of independent farmers. He ended up taking the land. April 30th, 1803, it was approved for fifteen million dollars.
President Jefferson believed that of it wasn't already in the Constitution then that power belonged to the states instead of the Federal Government. The ability to make the purchase wasn't in the Constitution but the deal needed to be completed quickly.

US President Thomas Jefferson believed that by purchasing what became known as the Louisiana Purchase he would vastly increase the size of the US. He believed the cost was a good deal and it gave the US control of the City of New Orleans. This took any French threat based in New Orleans away, and prevented the British from taking New Orleans away from Napoleon.

Jefferson actions as president reflected on federalist because he believed in decentralized government. He also believed in heavy state rights.

The Louisiana Purchase. Jefferson (and many others) believed he, as president, lacked authority to make such a deal. The deal was made, through representatives, between Jefferson and Napoleon Bonaparte, who was, at the time, effectively the ruler of France. However, Jefferson's and others' belief that the Purchase was unconstitutional took a back seat to fears of European powers' (at the time, primarily France's) establishing colonies in North America.
