Veterans of World War I were eligible to convert the Citation Star, if awarded, to the Silver Star. I know because my grandfather converted his Citation Star for Gallantry in Action to the Silver Star. However, the U.S. government kept very poor official records on this award and you may have trouble finding your WWI veteran's name on a list of recipients.
