Yes.

Jan Stenerud is the only player in the Pro Football Hall of Fame who was only a place kicker. He kicked for the Kansas City Chiefs, Green Bay Packers, and Minnesota Vikings between 1967-1985. He ended his career with 1,699 total points which ranks 10th all time as of the 2009 season.

There are several other players in the HOF that did place kick but also were position players in addition to kicking:

1) George Blanda - Quarterback
2) Lou Groza - Offensive tackle
3) Paul Hornung - Halfback
4) Bobby Layne - Quarterback
5) Doak Walker - Halfback
