England, as distinct from Scotland, Ireland and Wales, has been a monarchy since Edward the Confessor became king in 1042 (perhaps earlier but the area classed as England varied way back then).

After the civil war and the execution of Charles 1st in 1649 England became a Republic, but invited Charles 2nd back to the throne and he was crownd 1661, all of England has been a constitutional monarchy until today,which means that the monarch is a titular head,with very little political power.

The power rests with the people who elect members of parliament to represent the district in which they live, as the U.S. elect their Congressman in a similar forum.
