If you have a title, and it is red, then you can't register it at all. The only thing you can do is sell it to an individual for parts only or to a salvage yard. If the title is blue, then you should be able to register it and it will be a salvage title. If all you have is a certificate of destruction and no title, then its the same as having a red title.

What do you need to register the vehicle of your deceased mother who was sole borrower when the registration has been expired for almost two years and you have been paying the note since she died?

You'll need a copy of the death certificate and evidence that you are entitled to the vehicle, either from the executor of the estate or from the court. Then you can go to the bank and have the note transferred to your name and have the state transfer title to you and the bank.

Can a repossesser come on to your gated property to take a vehicle in North Carolina?

Legally probably not, that assumes you do not own the propery or the property(like a private road) to get to your property so that would be trespass. But someone has to call the police to enforce the trespass violation. After the repo guy has the car there is not much you can do except to sue the lender or repo guy. Gated,YES.Gated and locked no.

Why is the red cross required to be placed on any vehicle considered to be a ambulance by Geneva Convention?

It signals that the vehicle is officially an ambulance: if a marked vehicle suddenly begins partaking in combat then it is in breach of the Geneva Convention; if an unmarked vehicle is attacked but later claimed or discovered to be an ambulance, no fault can be placed on the attackers.
