The basic system for the Ku Klux Klan was for each state to have its own 'Grand Dragon' and there was no official National Leader for the KKK. But at one point the Grand Dragon of Indiana was also the Grand Dragon of 22 other northern US states. It was D.C. Stephenson who was this Multi-State Grand Dragon and it was also because of his conviction in murdering a white school teacher in 1925 that led to a dramatic decrease and with other factors the eventual collapse of the KKK as it was known.

Misinformed and ignorant people believe it is. The 'Banner' of the Ku Klux Klan, per the Ku Klux Klan Constitution of 1921, is a yellow flag in the shape of an isosceles triangle, that is 3ft x 5ft. It features a black dracolvan (flying dragon), and a latin phrase on it. However, the 'Official Flag' of the Ku Klux Klan is the AMERICAN FLAG. If you google photo's of the 1920's Klan, you will see a photo (you'll have to find one that someone hasn't photoshopped), that had the Muncie Indiana Klan No. 4 holding a sign that say's "Our Flag, the Stars and Stripes Forever".
