After the Spanish/American War of 1898 a Lease Deal between Cuba and the United States was made. In 1903 Cuba allowed the United States to rent Guantanamo Bay, and surrounding areas for the amount of only $2,000 per year. The lease period is forever as long as the U.S. makes the annual payment. Since Fidel Castro took power in 1959. he has refused to cash any of the rent checks. Although Guantanamo Bay is not a territory of the United States. it is a U.S. Military Base and is defended in the same manner as all U.S. Military Bases around the world.
As a result of the Spanish-American war, the US acquired Puerto Rico, Guam, and the Philippine Islands as territories. Cuba remained technically independent, but the United States imposed various restrictions on the new government, including prohibiting alliances with other countries, and reserved for itself the right of intervention. The US Navy retained its base at Guantanamo Bay despite the wishes of Cuba that they leave. The US continues to pay Cuba by check for its "lease" on Guantanamo, but none of the checks have ever been cashed. The Philippines remained a US Territory until after WW2 when they were granted Independence/
The lease has no stipulated ending date. It will end under any of the following conditions: The US fails to pay the lease, the US abandons the base or finally, when they both agree to end the agreement.

Technically, Spain ceded only Puerto Rico, Guam and the Philippines to the US as part of the Treaty of Paris in 1898. Spain simply relinquished all claims on Cuba in the treaty, which the US then ruled under a US Miltary Government until Cuba became a republic in 1902.*After disputes over what islands to be ceded, the US compensated Spain for the loss of the Philippines in the sum of 20 million US dollars. The US acquired Guam, the Philippines, and Puerto Rico as a result of the Spanish-American War. At the time of the communist revolution in Cuba, Castro nationalized all the American property in Cuba (not counting the Guantanamo Bay naval base), which is to say, he seized it for the Cuban government and did not pay for it. The US is holding a grudge about this. Aside from that, Cuba has been hostile toward the US throughout the Cold War period, and always opposed anything the US was trying to do. Relations between the two countries are very bad.

The United States pays $2,000 in U.S. gold coins per year to the 1934 equivalent value of $4,085 in U.S. dollars, but Fidel Castro refuses to take the money.
