Canada doesn't have a meritocratic system of education. Most of the top officers in Government agencies and corporate organizations are from the Baby-Boomers generation and have somewhat much less education credentials than the new generations. They were at the right place, at the right time (1970s-80s). It is very frustrating for the overeducated and underemployed new generations and immigrants to Canada. The only way to change this overly conservative system would be to begin a reengineering process in those organizations and get rid of the incompetent senior managers. Canada would then begin to be more competitive on the global scene.

I've reconsidered my answer. The US is a big giant cloak. And surely if you've heard about the concept of meritocracy, than you already understand that this question cannot simply be answered as yes or no. Of course those in power can manipulate those without power, keeping the green reigns at constant grasp. This, however, does not mean that the bully rider cannot be knocked off. With time, any last name will surely lose its flare. The "rockefellar" will eventually loose its esteemed position. The boss will eventually be unemplyed. In a fair world, we would live in a meritocracy where our lives were based on our last attempt and not our last name...but it would also drive us insane. Don't worry though, because eventually all of us will be old kings.
