Vaginal discharge is normal for all girls. Absence of vaginal discharge may indicate a hormonal imbalance. When a girl becomes sexually excited, she may produce more vaginal fluid, which assists with penetration. If she has a hormonal imbalance, she may not produce any vaginal fluid or cervical fluid. After menopause, the lack of hormones also causes dryness of the vagina. If the discharge is excessive and smelly, it may be candida (a yeast infection--especially if the discharge is white and smells like fish) or bacterial vaginosis.

Some women do experience this before their period. It's known as PMS. It can effect us all differently. But perform a pregnancy test.

Yes it is just a step before their period but you will always have it even if you HAVE started puberty.
There is no absolute answer. Some women get bloated just before a period and they will get bloated just the same but no period will come because they are pregnant so they stay bloated . Some women don't get bloated at all. I don't, lucky me.
