that providers must have instructions and guidelines about the necassary compenents of the "model of care" so that all the clients receive the essentially the same type of treatment/intervention despite variations in the therapist's gender, age, previous experience or training, theoretical orientation, educational degree or otherwise possible sources of deviation. It consists of not only doing the "model of care" treatment/intervention consistantly and doing it well.
