Because everyone is different, and some medical treatments might work well with certain types of people, and not well with other types. This is why somebody who is prescribing medicines needs to identify the type of person they are dealing with.

Also, for some people, there might be two options for their health (for instance one surgery and a different surgery) and so the doctors, nurses and surgeons should try to encourage the patient to do what is best for his/her specific needs, but they cant do that if they havent identified those needs.
