A house might have a shower unit rather than a bath. I would expect that building regulations would insist on a bath or shower.
The choice is yours! I prefer showers, as I take them every day before school. It's just a faster way to get clean than how it takes a little for a bath. It's better to take a shower because when you take a bath you are just bathing in dirty water that you just washed off your body and showers are just clean water falling on you. It is better to take a 5 minute shower. This saves water.

Because to fill up a bath you need to use a lot of water, this water is more then what a typical person would use to shower (showers use less water/min then filling up the bathtube)
No and yes it matters how long your in but for me i am in the shower for 5-10 minuets and it uses more then a bath. The reason is that when your in a bath the same water is being used through your cleaning but with a shower it is being filtered the whole time. For me I would recommend using the shower because it is a cleaner way to clean yourself.

PVC is considerably safe to use as long as it is not ingested or consumed. That being said, PVC-free shower bath curtain is not necessarily 'safer' than PVC shower bath curtains.
