For most countries in the world, it is because society is evolving into a more modern state: More medicine, health care and technology are important factors that affects the Birth Rate. For example, families all over the world, in general, do not need as many children as before. This is partly because we don't live in large families where the amount of children are needed to work and care for the rest of the family. Another reason is better health: More babies survive because more birth are assisted.

It's a really complicated thing, though. But this is happeing in most parts of the world, and India is becoming more modern and industralised.
