Women have wider hips which mean the force of a scissor hold moves from the buttocks through the hips and down through the legs. Obviously, legs are the strongest part of the human anatomy. If a male winds up in a female headscissor, then he is probably involved in mixed Wrestling which, in and of itself, lends itself to fantasy and pleasure. Thus, the male doesn't "really" want to come out of the hold. It is pleasing to him to be dominated and forced to receive the punishing pressure being served by the female thighs. In effect, the point is to not escape until he taps out.
