I am not too sure about elderly people, perhaps their temperature regulation getting weaker and less well functioned with age. However, with babies, their temperature regulation system is not fully developed yet and this is the main risk of them having hypothermia, therefore, wrap a baby up in blankets to ensure that they do not get hypothermia in cold weather.
