Bacterial diseases can be treated with antibiotics. Viruses ( such as a cold ) do not respond well to medications. Generally your body either will or will not fight off the virus.

A virus does not respond to medicine. The only two reasons to give medicines when you have a viral infection is to first treat symptoms like runny nose or for secondary infections that might occur later.

Doctors also fear that if the medication is not needed then it will promote stronger bacteria to survive.

Simply because there really isn't medicine to fight most viral infections. There are a few exceptions like tamiflu for flu, but most viruses cannot be fought with medication. Any medication prescribed would just help symptoms of the infection but not do anything to fight it off.
