No it does not, but there are some apps that give you the emojis from within the app or an extra plugin. I use handcent sms and it has all emojis just like the iPhone. Look for it on the market and it's free. Some of my friends have iPhones and I have an Android and I send and receive emojis with them.
Some are using body language to send a message and it is rude as well as disrespectful. Walk away until they quit.
